To ensure a complete clean build try to do this:
rm -rf the whole of /usr/obj
cvsup one last time
then make world or buildworld WITHOUT -j flags.

rm -rf /usr/include/*
cd /usr/src
make includes
cd /usr/src
make -DCLOBBER includes
