Please try setting the locale:
export LC_CTYPE=ru_RU.KOI8-R
or
setenv LC_CTYPE ru_RU.KOI8-R
Yow! Worked -- which is a bit strange: with 4.2 nothing like this was
necessary...

latin-based (us, pl, sk, cz, fr, etc.) -- all is ok.
