tzsetup disregards setting TZ to UTC

Hi, I am trying the new installer and I find that it still asks you for a time zone even if you answer Yes to using UTC. I had a look at the way this is implemented and it appears to just be a call to tzsetup so it would appear the bug lies there. -- Daniel O'Connor software and network
