These are "desktop needs", where supporting new hardware fast is more
important than being rock stable and feature complete.

Answering myself. I had -D_XOPEN_SOURCE=700 defined which essentially blocks
access to SIGWINCH. Not defining
CE or
-D_XOPEN_SOURCE=700.
What's the right way to access this signal?
