Please ignore.  It seems the RTP cluster's CVS repo is no longer being
updated; I've disabled the tinderbox until this is resolved.

This is a cross-build bug that's also causing non-cross buildworld
failures on ia64. Hang on...

Thanks, we have another, more correct explanation now.  The rescue/
duplicates some of the building, so its Makefile also needs a sort
of the build-tools target to survive in the cross-platform build
environment.

I don't think that's it.  I'm getting the same error in the powerpc
build (which runs on a different machine).  I've verified that both
machines have a reasonably correct clock.  Besides, if the clock was a
problem, it should also affect the other builds, but out of the six
builds that run on cueball, only ia64 and sparc64 fail.
