You should read UPDATING.
PROCFS now requires PSEUDOFS.

hi,
there is a note for this in the UPDATING file, that u
have to add the following to your kernel config:
options PSEUDOFS
the latest kernels have to have pseudofs inorder for
PROCFS to work.. a dependancy...
