I've no relationship with this company, but the page they refer to is a mirror
of https://www.freebsd.org/commercial/software.html and appears to be relavant
- at least one of the links they mention does indeed 404.

Sadly this PR did not get actioned until now. We have since switched from SGML
to XML and the actual document has changed significantly since submission.

service(1) references rc(8) which has the standard commands. rc(8) itself
references rc.subr(8) which contain the implementation details. A direct
cross-reference would not help much.

(given that it is cheap to add a xref, if someone feels strongly about it, I
will add it, but this is a soft close)

I think that specific section is supposed to be an example. Take a
look at en_US.ISO8859-1/books/handbook/book.xml and
books/handbook/chapters.ent for how to add a chapter.

What you intending to contribute? Are you trying to write specific new
content or generally want to learn how the system works. Both are
fine, but might have differing approaches for what to do next.
