In Chromium (Version 88.0.4324.96 (Official Build) (64-bit)) with zoom at 150%,
when I open chapter 3 in the table of contents pane, section 3.5 shows as
"Checking the port portlint with" despite the HTML source showing the words in
the correct order.

Someone in #bsddocs reports seeing almost the same ("Portportlint" instead) in
Firefox with no zoom applied.

Better late than never? I just noticed that (at least in the Porter's 
Handbook - I haven't checked others) there's no anchor for chapters 
themselves, only sections under them, and thus no way to link to a whole 
chapter. While you can link to the first subsection instead, that 
assumes no text directly under the chapter and doesn't convey "read the 
*whole* chapter" without extra language. Is this easily fixable?
