According to the man, bash loads up for an interactive shell:
/etc/profile
~/.bash_profile
~/.bash_login
~/.profile
Env gives me this as my path:
PATH=/sbin:/bin:/usr/sbin:/usr/bin:/usr/games:/usr/local/sbin:/usr/local/bin:
/usr/X11R6/bin:/home/kaeru/bin
This is in ~/.profile (~/.bash_profile

No, that's not what it says. It says that it only loads *one* of the
last three, and that it tries them in that order.
