potential bug when creating ssh keypairs?

i put forward a message on this before, but i received no replies. i wanted to know if this was a bug and where to report it. whenever, and only when, i try to create an ssh keypair, the system reboots. this happens 4/5 times. if someone can help me out on this, i'd appreciate it. _
