The required instructions to fix your problem are in /usr/ports/UPDATING.
Just serarch for pkgconf.

pkgconf-0.8.9 conflicts with installed package(s):
pkg-config-0.25_1
So, I try this::
pkg_delete pkg-config-0.25_1
But of course I can't deinstall it because several hundred already installed
require it.
