Absence of any PGP utility in 5-x

Maybe this mailing list is  wrong place for my question.
Why there is no any PGP Utility in base system in 5 branch?

You have your choice of PGP clients in the ports tree.
/usr/ports/security/{pgp,pgp6,gnupg,gnupg-devel}
