Can I install FREESBEE 1.1 and then upgrade from the
installed FreeBSD 5.3 to 5.4 using the Release CD.

I wouldn't think so 'cos FreeSBIE is based on FreeBSD 6.X.
If you want 5.3 or 5.4 then why not just do a normal installation ??
