The below command will get you up-to-date right away.
sudo portsnap fetch extract

The below command will keep you up-to-date at subsequent runs.
sudo portsnap fetch update

Alternatively it can be run via a cronjob with:
sudo portsnap cron update

man portsnap for more information.
