banners on tcpd (tcpwrappers)

I'm referring to /usr/libexec/tcpd as in the TCP Wrappers which relies on /etc/hosts.allow. The environment is pretty much for anything via terminal access and not via the web. tcpwrappers used to be a port on FreeBSD and that one when you edit the files would allow the banners to work
