do a portsnap or cvsup, deinstall and reinstall portupgrade, then run 
portupgrade, it worked for 3 boxes of mine.

yep... someone said they committed a fix earlier.  And after doing the 
above, things work.

Same problem here using portupgrade. I ran a make index locally in 
my /usr/ports directory but the problem persisted..
