Allowing and disallowing certain FTP commands

I am running FreeBSD 4.4 and ftpd.

I have been unsuccessful in trying to determine if there is a way to 
disallow a given user the ability to run MKD via ftp. I am attempting to 
allow a user to upload files but prevent the creation of directories.  I've 
looked through ftpd and inetd manuals and not seen anything that would work.

Any suggestions?

You might want to use a large-scale ftp server, like ProFTPD or vsftpd. 
The last one aims to be the most secure in the world. May be. Anyway, 
check both their documentation and manuals first. They are both 
available from ports, and there you can also find their websites in the 
description files..
