My aim is Local DNS, DHCP, Apache1.3, MySQL 4, PHP4, etc, etc.
basic web server stuff.

Have you already looked into the manpage JAIL(8) ?
This is a good starting point to set up your jail.
Because you use -STABLE ezjail (from ports) will be a little bit
tricky to set up. (make release ...)
I would like to have a one NIC port stay on web.
So your machine plays gateway, (jail)server AND workstation?
