Yes, the standard CFLAGS are something close to "-O -pipe".  There is work in 
progess to fix some coding problems within the base system and have "-O2" 
supported in -CURRENT.

Take a look at /etc/defaults/make.conf.

This file is preceded by /etc/make.conf, if it exists.
