It is already there - uncomment proper lines in /etc/inetd.conf and restart
inetd (or, make sure you're running it, it is not enabled by default)

Also, if your FreeBSD is really 4.5, I'd consider updating to the latest
stable version.

identd is built in.  Just edit your /etc/inetd.conf and uncomment the
line that says:

#auth   stream  tcp nowait  rootinternalauth -r -f -n -o UNKNOWN 
-t 30

(Uncomment the following line as well if you use IPv6)

Then restart inetd(8) by:

# kill -HUP `cat /var/run/inetd.pid`
