Finally, I set all the env variables in ¬/.tcshrc, It works.

  What should I do to use tcsh as  my login shell?

 Change the last field in your /etc/passwd entry  to '/bin/tcsh'
 and make sure /bin/tcsh is listed in /etc/shells

 You can then put whatever you want to set for your account
 in your   /home_directory_path/.cshrc   file
