XConfig - how to get rid of dithering

I am running on an old Toshiba Portege with this video chipset: NM2200 [MagicGraph 256AV] Everything is showing dithered under X but when I boot to Windows I get great color. I suspect that this is merely a configuration problem but I don't know what is wrong with my config file. (see attached)
