generic won't make depend

I did a minimal install of a Freebsd 4.9(small hard drive) on a 486 and wanted to customize my kernal, so I cvsup'ed only the src-sys directory. After several attempts at a new kernel with no success, I thought I'd try to just run 'make depend' on the GENERIC after doing the 'config GENERIC
