Last Friday, I happened to reproduce the issue again with the latest stable/11.
UFS was used here.
I'm debugging it now.

You are trying to boot from ZFS, yes ? I get the panic when I have my root
filesystem as ZFS. It seems to work fine on UFS.
I will try and reproduce
