It appears that a bridged if_tap does not understand DHCP on the
physical NIC... who do I report this to?
First, what's your configuration ? Is the DHCP server connected via
the physical NIC ? What does a tcpdump show ?

It is connected to the physical nic via a switch (no intermediate
routers). DHCP doesn't even attempt because there is no carrier on
tap0:
em0: flags=8843UP,BROADCAST,RUNNING,SIMPLEX,MULTICAST metric 0 mtu 1500

You need to at least up the bridge.
further experimentation shows it doesn't matter if it is up or down it
is an issue of the link state never goes active. peter has a
separate bug report on the details
