I'm not concerned at the double translation. scanset 1 is only used for
BIOS/DOS applications so performance not an issue there.

There's at least a workaround to make non-english keyboards work:
In the bhyve client configure the keyboard to your locale, e.g. de, jp, ...
On the host running the VNC client change your keyboard
