Perhaps the device genuinely does not support INQUIRY command...
Maybe camcontrol would be a better option in this case.

Are you sure that you used the correct pass device?
You used pass3 while previously the USB device had pass2.

Based on Jeremy's assessment, I looked for revisions from 4 weeks ago that were
MFC'd this week. I came up with r327996 which was MFC'd to 11.1-STABLE as
r329316.
