I can confirm that the latest ISO I have pulled from Microsoft (21H1) installs
fine with similar configuration. This is on a Lenovo T450 laptop:
loader="uefi"

cpu=2
memory=4G

i tried different versions of windows 10, 21H1 for example.
I also tried Windows 7, it runs the installer, but cannot format the disk.

That all looks fine - should be no issue with memory.
Do you know the version of Windows 10 that the ISO image is ?

Yes, I limited the ZFS ARC cache with settings
$ cat /boot/loader.conf | grep zfs
zfs_load="YES"
vfs.zfs.arc_max="512M"
vfs.zfs.vdev.cache.size="10M"
