Follow-up Comment #3, bug #16805 (project freeciv): I see, this is another bug. The AI are actually under Despotism. The server probably send the diplomatic meeting before the player info. It results it assumes the player has is under the default government when displaying the diplomatic

Follow-up Comment #5, bug #16805 (project freeciv): When investigating a bit deeper, I discovered that PACKET_PLAYER_DIPLSTATE has the 'is-info' flag which is wrong there, as the key is calculated from the combination of players ids. Removing a re-creating a player may lose the information.
