Follow-up Comment #2, bug #24142 (project freeciv): It seems it has been mistake in RT ticket 40396; revision 15052. http://svn.gna.org/viewcvs/freeciv/trunk/server/stdinhand.c?r1=15043=15052 Old code has it for Novice (only) and new one for Easy (only).
