Details:

Not a new issue, I'm only reporting it now before I forget it again: I start a
new game. All AIs are easy, I click on hard, all AIs are hard, the skill-level
button shows "hard", all as it should be.

But what I really want is my own rules, therefore I pick my rules. Now all AIs
are normal, because I have not yet updated the *.serv file containing "normal"
in addition to a "rulesetdir". And the skill-level button still shows "hard",
clicking on "hard" has no effect:

The server knows that everything is "normal", the client assumes that
everything is already "hard". Manual workaround: Just pick something else (not
"hard"), and then again "hard", to get really hard AIs with a hard button.

Finally I always flip 2 of 5 hard AIs manually back to normal; hoping for some
differences in their behaviour until the new AI trait feature is enabled.
