I am responsible for originally introducing 'Jarl' some time ago and it did
seem like a good idea at the time. But after actually encountering the title
in-game the other day, it did appear somewhat out of place in an English

Maybe it'd make sense to use English Earl rather than Scandinavian Jarl
(the two words share the same etymology) as per the new policy!

Also, how about leaving the civ1 and civ2 rulesets as they are? IIRC
Consul/President for Republic/Democracy are consistent with what the titles
were in those games!
