Sorry for the lack of response.
I've hesitated to reply because I'm not sure quite what our threat model for
server-side scripts actually is, and whether it's in fact any different from
the threat model for admin commands.

This script command can overwrite any chosen file on the server
that freeciv-server has access to, I think (with a Freeciv save
file, not arbitrary contents). Do we need to worry about
security?
Can it? I think saving of files is limited
