I have downloaded the beta 1 version of freeciv2.5
The civ2civ3 ruleset included with that distribution claims to be
Civ2Civ3 Ruleset for Freeciv v2.5 (Updated 27-Jun-2014)
And yet this patch dated Jan 2014 has not been applied
