Follow-up Comment #3, patch #6356 (project freeciv): This is clearly better, but I'm struggling to see if it made any practical difference relative to 2.5 (for release notes). I guess it might improve AI reasoning about Upkeep_Free, and the like, but I don't think it makes any new rules possible?
