I have tested the patch over S2_5 and it seems to work as expected.
I noticed only one minor problem: when a new city is built or destroyed, the
tech upkeep value showed in the research window is not updated until the end
of turn.

This uses multiplayer ruleset. None of the assert failures has happened with
classic/experimental/civ1/civ2 rulesets, but mostly with custom rulesets;
ancients and default3.

That's usual with autogames. The game state does not completely survive
save+load (I filed that something like bug #423 on RT well over a decade ago

I failed to reproduce with ancients and default3 rulesets. My only way to
reproduce is to run the 308 turns of the attached script...
Could someone post a savegame the assertion is reproducible?
We've had a couple of important bug fixes recently, which means it's
about time for a new stable release, 2.4.2. I don't have a date yet, but
it should be soonish.
At the same time, I'm minded to do the oldstable 2.3.5 release we've
talked about, and then finally close the S2_3 branch.
