You are right; it can be don both ways and never change a
running system!
I think it's important that the possibility to do a
negation of a reqirement this way is mentioned somethere
(especially for ruleset authors and - within the
rulesets -

It seems that libm is actually required by a number of reasons. Configure
stuff just isn't updated accordingly. So ceil() is ok. I'll fix configure.ac
in another ticket.

As subject; in fact, a nearby river is required to build Hydro Plant,
a mountain on its own won't cut it. Since terrain requirements are
automatically described now, I've removed the explicit text entirely
(this is consistent with Hoover
