on which SDL_WM_ToggleFullScreen is working ;-))

SDL_WM_ToggleFullScreen is ineffective under windows, per the FAQ entry:

Applying the fix described there of course fixes this bug. See attached diff.

Ok, now everything is ok, I played (0.7.9) with my buddies on windows machine
last night, except that Wormux wont go fullscreen at all on Windows. 

Besides that it's all great.

Not sure we can do something. It is probably a SDL bug or a graphic card
driver bugs.

Perhaps we should check that we used the latest SDL library for Windows.

Stefan, can you check you compile Wormux with the latest SDL library
available for Windows ?

As a matter of fact, there's very little difference between 2.2 and 2.3.
Couldn't we let 2.3 load a 2.2 tileset with just a warning message that
goto/city size sprites might look odd?

Details:

Clicking on a city while observing gives you the full city report UI. If you
then try to change production in the city, you get in the server output:

Received packet PACKET_CITY_CHANGE(35) from non-player connection rdmarkstedt
from gaslight (observer).
