the buffer 'buf' was not initialised if a new player slot was used; fix it
by:

* initialise buffer in api_actions_create_player()
* create string for newly created players
* add information about the nation of the new player

 To add another one: The message for Diplomat stealing tech
 fires in the Technology: Learned from Great Library category
 instead of Diplomat Action: Theft.

 
 The message for acquiring tech when conquering a city is
 incorrectly assigned to the Technology: Learned from Great
 Library category (or maybe this category name should be
 renamed?). 

These two are identical and fixed in the first patch
(20101112-trunk-mark-notify-message-for-stolen-tech-as-E_MY_DIPLOMAT.patch).

 No messages appear when you buy a unit or improvement,
 regardless of the settings for the Unit: Bought and
 Improvement: Bought categories. In versions prior to 2.2 these
 messages used to work. 

Messages for these actions are added in the second patch
(20101112-trunk-add-a-notify-message-if-an-unit-E_UNIT_BUY-or-an-imp.patch).

bug #16887 and patch #2158: is it really needed? I don't see what could be
better using them in S2_3.

Else, patch #2152 must be done very closely, as the data format freeze is for
November the 16th (see task #7229).

Please, make links to those items and related tasks (e.g. the ones which
modify the translations must be linked to task #7231).
