Hi folks
I have noticed that when my tech allows upgrade of units (such as musketeers
to gunmans), and if a newly created city did not yet finished its first unit
of the old type, then, at the next round, the unit was eliminated from
production, and it goes to the second item in prod.
This was reproducible, in any level of upgrade, and in any number of cities.

Details:

Hi folks
I launched two successive games (new) in two different days (computer off
between), and the server provide me with exactly the same map.

The seeds were the same, and changing the seeds change the map.

I have built hoover dam and now 
hydro plant
nuclear plant
power plant
are not available in any city (as per the docs)
however, solar plant is still available!
this looks like a bug since hoover counts as a hydro in ever city and only
one of hydro,nuclear,solar or power can be built.

My guess is that city_owner() is tripping over an invisible city
placeholder created on the client (see client/packhand.c:handle_tile_info())
when it saw a tile worked by a city ID it did not know about (quite likely
when conquering a city -- it's probably one of that city's unliberated
neighbours). This can happen when passing the city pointer tile_worked(ptile)
into city_owner(), as happens in find_city_or_settler_near_tile().

Haven't thought what the right fix would be.

turns grassland into glacier in the temperate zone?  I thought it was supposed
to turn to desert...

It turns out that after the fix for bug #17257, the effects of global warming
are the same as nuclear winter; warmer_{drier,wetter}_result were no longer
used. Fix attached.

-I used Evenki transliteration guide at

itself is from Russian Wikipedia and some or all of the names may be Russian
in origin.
-Only two Evenki leaders
