I'm not quite sure about this nation, the problem is a little bit similar to
the one in patch #3069. While yes, there is a Polish minority in Lithuania,
the relationships between the two countries are a bit heated and including
this nations may be a bit controversial. And as a general principle, I'm not
sure about making every single ethnic minority in every single country into a
Freeciv nation, especially when the minority has an independent country of its
own. Othwerwise we'll soon end up with hundreds of nations like Togolese Poles
or something.

Unlike most things with requirement vectors, this one really needs
n(egated)reqs to complement reqs. Wait for third patch in the series.

From bug #19448 : In most rulesets Barracks and Sun Tzu togerther cause
multiple veteran levels to be gained for newly built units. Their helptexts
should be adjusted accordingly.

Details:

Loading file #14676 (from bug #19159), a S2_2 (old-format) savegame, roads
and railroads don't seem to be loaded at all.

Noticed due to Unit doing illegal activity in savegame! message. The unit in
question is an Engineer building a railroad, which of course can't continue
due to lack of road.

...although since roads/railroads now aren't being loaded at all (bug #19462),
perhaps that's driven this bug into hiding, so I sha'n't close it just yet.

(This may have been the case already; can't easily check due to segfault.)
