Mouse seems not to work on bottom part of the window, so that even from main menu only the topmost item, Start New Game, can be selected. However, gui-sdl2 used to work until options migration patch went in. This hints that problem is in some option I currently have saved for gui-sdl. Neither clicking outside it or Esc key does nothing. One has to select something. This applies both to current production and worklist menu. This is especially annoying when one is building unit and has 'Show units' toggled off so that current production is not even selectable from the menu, but one has to select something else + toggle 'Show units' + restore old production.
