Details:

Even after fixing bug #21519, we are shipping at least one ruleset with upkeep
2 (multiplayer Fundamentalism food upkeep), which our current art doesn't
have pictures for.

Even if that ruleset turns out to be a mistake, it would be nice for our
tilesets to support modpacks with this sort of upkeep (now that the code
supports it: patch #3824).

I'm thinking that we support sprites for 3, 4, and 5+, with numbers
drawn onto slightly larger coins (etc), or something like that. Even I should
be able to draw that.

I've uploaded Windows installers created with build environment
gnuwin32-2013-05-01 (GTK+ 2.14.10) at the usual places and one created with
build environment gnuwin32-2012-08-03 (GTK+ 2.16.6) at
http://download.gna.org/freeciv/packages/windows/testing/Freeciv-2.3.5-win32-gtk2(2.16.6)-setup.exe

There's also still the option of a crosser based build as suggested by Marko.

Details:

In a game with the experimental ruleset, I had team pooled research active.
Due to tech upkeep, my team partner's research output went negative, but since
I had a high science output, I didn't care. A few turns later, when I checked
again, it showed values above 65000(though they didn't count).
Since that could easily be the negative values from before as unsigned
numbers, I'm guessing that the game client somehow confused signed and
unsigned data types.
As written above, it's only displayed like that, it still seems to count as
the negative values.

Untested patch to add server setting 'techlossrestore' that is percentage of
the lost tech research cost that gets restored. Special value -1 means
restoring to 0.
I think I got it right, though things are a bit complicated by things like
tech leakage (when player is about to lose tech he knows, one more player
knows the tech than when player is about to learn it) and tech cost styles
where number of known techs matter.

2.4.x), so we might hope for this to have gone away?

(There's also a version of 2.3.5 available built with the old library

So:
* the standard 2.3.5 Windows package

has been built with Gtk 2.24.10, so we expect input method trouble for our
original reporter
* there is a test 2.3.5 build with Gtk 2.16.6
http://download.gna.org/freeciv/packages/windows/testing/Freeciv-2.3.5-win32-gtk2(2.16.6)-setup.exe
which should be OK wrt this symptom (as 2.3.4 was)
* (2.4.2 is only available with Gtk 2.24.10, so there's no reason to hope for
a fix there.)

It seems pretty likely that it is the Gtk version that's significant (since
the original reporter identified a specific Gtk bug), but anyone who's having
this trouble could try the two 2.3.5 builds and confirm that it occurs with
one but not the other, just to rule out some difference in Freeciv between
2.3.x and 2.4.x.
