A bit hackish fix - assume that it's such an just started cease-fire if
current turn is first_contact_turn. I think cleaner solution would include
additional field to diplstate, and that's far too much memory in games with a

Uh, that freeciv-web patch makes 1 to be returned as trait value for such
broken players. That's certainly going to make such player, if ever under AI
control, to behave strangely. Returning TRAIT_DEFAULT_VALUE (50) would make
much more sense.
