Details:
Currently all of Lojbanistan's (fictional nation) cities start with a lower
case letter, unlike the rest of Freeciv's cities. I don't know if this was
intended, but it stands out against the rest of Freeciv (plus it was an easy
fix, which I've attached).
Since it is a made-up language, I capitalized all the separate words, but I
didn't make it up so I don't know if its right, but it just didn't seem right
lowercase. I left the leader's names lowercase because they seem to be
people's usernames (??)
