[Freeciv-Dev] [bug #17165] Plural nation names in help system

Follow-up Comment #1, bug #17165 (project freeciv): This change takes care of showing the plural names in the list, but it breaks the fetching of the actual legend texts in the cases where the plural form is different from singular. (file #11402)
