Follow-up Comment #4, bug #19033 (project freeciv): Patch #6286 is about adding 'pulse' signal, that should help in some cases 'tick' would, while not as good as full 'tick' implementation would be. We may drop 2.6 target from full 'tick' if 'pulse' gets accepted.
