Follow-up Comment #1, patch #3880 (project freeciv):

Extras here includes base.h and road.h: while I understand it from the
perspective of having clean trivial implementations of extras_init() and
extras_free(), I wonder if we oughtn't do it the other way: having extras.h be
included for roads and bases, and generally changing the road/base functions
to be aliases for extras functions as extras becomes richer.
