To help modpack authors, we should add "Custom1" etc unitflags to freeciv; with effects there is nothing special that neccessarily has to be coded to make a new unitflag meaningful. It can be useful to add 1-5 custom unitflags so that modpack authors have full freedom to introduce new categories of units and effects that apply to them. (Difference to UnitClass is that flags are not exclusive) Suggested design: Add unitflags "Custom1" and "Custom2" to the code (at least two should be available). Include in the units.ruleset header with helptext "Not used in default ruleset.
