There is a client option to arrange widgets for a small display. It is enough for me. Follow-up Comment #1, bug #14095 (project freeciv): If you right click the window border in KDE3 or GNOME, you can set the window to always be above other applications, including the taskbar. In KDE3 you can also select Fullscreen mode to cover up the taskbar and make the game fullscreen.
